BACKGROUND

The Knowledge Transfer Program- Lifelong Learning Scheme (KTP-LLS) under the Ministry of Higher Education Malaysia (KPT) is one of the efforts of the Ministry of Higher Education under the 10th Malaysia Plan (RMK-10) to transfer knowledge from the public to the industry and the community.

The program has involved several Public Universities (UA) across the country from 2011 (Phase 1) to the present (Phase 5). Throughout the KTP-LLS program (up to Phase 5), UPM has graduated with 56 projects covering the community, industry, community & industry category, and PSDT projects nationwide.

 

INTRODUCTION

Based on the current economic scenario as well as the development of today's global higher education, as well as the country's aspiration to become a high-income nation, the Ministry of Higher Education has decided that there is a need to create a CAP Knowledge Transfer Program (KTP). This requirement is based on the question of how Higher Education Institutions in Malaysia can help transfer the knowledge generated to the target groups to expand and strengthen public knowledge.

The establishment of a KTP-LLS is based on the University-Industry- Community Collaboration Strengthening Partnership Plan which is enacted to promote engagement and close collaboration between the academia - the industry -community. One of the strengthening plans for the Community and Industry Knowledge Transfer Program.

 

KTP-LLS INTEREST CAP 

Implementation of KTP-LLS is very important for the purpose of strengthening knowledge on communities and industries in Malaysia and will directly improve the standard of living and income for a community and industry. This is in line with the development of global higher education and the country's aspiration to become a high-income nation. As such, the KTP-LLS Policy will outline the goals, scope, areas, directions, and guidelines for the implementation of the KTP-LLS program.

 

KTP RATIONAL  POLICY

The rationale for KTP-LLS that has been identified is to promote and acknowledge the involvement of communities/industries and academicians in support of the implementation of the country's MBE in creating a highly educated and high-income nation. However, the need to provide appropriate and intermediary platforms for conversions that facilitates the identification and matching of accurate expertise in HEIs is indispensable to meet the needs and concerns of the community and the industry.

Another rationale for other KTP is to optimize IPT's membership potential through interactions coordinated by identified stakeholders. It also aims to nurture the interaction between stakeholders and IPTs to create ongoing and productive collaboration.

 

KTP STRATEGIC THRUST 

Under the purified KTP, the focus is on enriching the quality of human capital at Higher Education Institutions, communities, and industries through knowledge transfer programs covering teaching, learning, research, and services.

Consequently, strengthening in terms of access to knowledge transfer from IPT can be created to drive community development and quality of life including industry growth.

Two strategic objectives of KTP have been identified for HEIs to achieve the intention of implementing the KTP ie:

  1. Enhance and enrich current knowledge transfer in HEIs:
    • Identify and implement potential projects;
    • Strengthen the curriculum and co-curriculum in community-based and industry-based HEIs;
    • Build academic and student capacity at HEIs;
    • Integrate IPT KTP initiatives into academic programs from other institutions of learning; and
    • Make changes to a community-oriented service project-oriented to learning with success to target groups.
       
  2. KTP is a catalyst for community and industry development:
    • Implementing meaningful projects with industry or society that is sustainable and has measurable results.
    • Empowerment and increase the capacity of the recipient or group industry.
    • Strategic collaboration with stakeholders.
    • The consent of each other gives and accepts knowledge transfer initiatives among stakeholders.

 

Implementation of KTP projects will be undertaken by IPTAs with experience and expertise in conducting previous engagement of universities/industries. This refers to the track record of the centers and departments in IPTA with community and industry collaboration.
